It is massive undertaking to process, treat, and care for millions of people. In actual practice, many suspects are released before trial because of procedural error, problems with evidence, and dismissal by the prosecutor; thus justice can be viewed as funnel that holds many cases in the beginning but dwindles to relatively few cases at its end.
