Individual educators who have conducted action research studies in their classrooms or schools--for a wide variety of reasons--typically develop individual action plans. The individual educator is usually the target audience for the individual action plan; in other words, an educator may have engaged in action research solely for the purposes of improving some aspect of his or her professional practice. Team action plans are developed by collaborative groups of teachers, who have worked together to address an area of common interest to all members of the team. These collaborative teams could comprise teachers at the same grade level or in the same subject area, within a building, across the district, or even through professional networks. Regardless, the members of the collaborative team typically share common characteristics--this becomes the tie that binds the team together. Finally, school-level or district-level action plans are developed as a result of large-scale, communitywide action research endeavors. These might occur as a result of focused effort across an entire school district, as an example, where there exists a common goal, and focus on improved literacy among early to middle elementary students.
