The Social Security payroll tax exacts a higher percentage of tax from low-paid works than from the more affluent since earnings over a certain level are not taxed. It is also regressive because workers bear the burden of the employers’ contributions because employers count their contributions as a part of the cost of employing a worker and then reduce wages or the number of employees accordingly. In addition, the tax is regressive because it only applies to salaries and wages, not to earnings from dividends or interest which mainly accrue to the more affluent.
