Explain why you should or should not call only on students who raise their hands

What will be an ideal response?

The teacher should require students to raise hands to be recognized, but should retain the option of calling on those who have not raised their hands. The points are that the teacher must be in control of who speaks, striving for fair and equal distribution for children to participate. Children also need to learn to control their natural impulsiveness.
