Briefly describe why the term bureaucracy is actually a neutral term despite it sometimes being viewed negatively.
What will be an ideal response?
On its face, bureaucracy simply describes the organizational structure (rules, processes, accountability) both governmental and private. However, because government has grown and its organizations are powerful yet sometimes slow to act or inefficient, the term itself has been associated with the same.
