Describe the role of the president in the area of foreign policy.

Answers will vary. Article II, Section 2, of the Constitution names the president commander in chief of the armed forces. As commander in chief, the president oversees the military and guides defense policies. Presidents have interpreted this role broadly, sending American troops, ships, and weapons to trouble spots at home and around the world. The Constitution authorizes the president to make treaties, which must be approved by two-thirds of the Senate. In addition, the president is empowered to form executive agreements-pacts between the president and the heads of other nations. These executive agreements do not require Senate approval. The president's foreign policy responsibilities have special significance in that the president has ultimate control over the use of nuclear weapons. The president also influences foreign policymaking in the role of head of state. As the symbolic head of the government, the president represents the United States to the rest of the world. When a serious foreign policy issue or international question arises, the nation expects the president to provide leadership.
