When should we use measures of dispersion as opposed to measures of central tendency?

When a question goes beyond averages we should use measures of dispersion. Measures of central tendency do not fully describe distributions and any diversity that may exist amongst cases. Many questions cannot be answered using measures of central tendency because measures of central tendency only tell us around what values cases tend to cluster.
