Satcher's report pointed out that there was no available research evidence that abstinence-only programs work in
preventing or delaying teen sex. Comprehensive programs that teach abstinence and contraception, however, have
been associated with slight delays in the onset of sexual activity, reductions in the numbers of sexual partners, and
increased contraceptive use among sexually active teens. The teenage pregnancy rate did decline slightly during
the 1990s, with most of the decline due to increased use of contraception (Alan Guttmacher Institute, 2002).
