The total number of pairs of cubicles is = 15. Each is equally likely to be chosen. Of these pairs, five are adjacent (1 and 2, 2 and 3, 3 and 4, 4 and 5, 5 and 6). Therefore the probability that an adjacent pair of cubicles is selected is 5/15, or 1/3.
