An officer taking down what is said during an interview may intimidate some victims or witnesses. If it appears that this is the case, the investigator should take the time to explain the importance of brief notes and how they will benefit the overall investigation. If a subject simply refuses to talk while comments are being recorded, the officer can wait and make the required notes immediately after the interview.
