According to economic theory this would be true. Immigration would occur as long as immigrants could benefit from their migration. As surplus labor left one country for another, both countries should benefit by the more efficient allocation of resources. There is a net increase in world output.
The problem with a simplistic market answer is that it is extremely difficult to measure the costs of immigration. Since migration involves human beings and their families, there are many social costs involved in their mobility. While the private sector probably benefits, the question becomes more difficult to answer when the social costs such as education, health care, and other public facilities are taken into account. The true costs and benefits might be easier to measure in a truly unimpeded system whereby immigrants would be assuming the role of taxpayers and responsible residents who would not have to hide their immigrant status as is true with many unauthorized immigrants today.
