Why should the U.S. electricity transmission system be so much better connected to Canada than to Mexico?

Canada has a great deal of energy resources and the companies that own the
resources in Canada overlap substantially with companies owning U.S. resources. Mexico
nationalized its oil and Pemex, the Mexican monopoly oil company, is not as interested in
the U.S. market. Also, electricity use in Canada is much more like the U.S. Mexico has a
much larger proportion of poor citizens.
