What is the basis of the American Correctional Association's conclusion that recidivism rates may be declining?

What will be an ideal response?

The American Correctional Association (ACA) recently reported 2012 data from 40 states, which showed that the average recidivism rate for the 38 states that separated rates by gender was 36.8 percent for males and 26.8 percent for females, considerably lower than the 60 percent-plus rates of earlier studies and slightly lower than the 38.9 percent for males and 29.4 percent for females reported by the ACA in 2010. Different definitions of recidivism were used (for example, rearrest, reconviction, reincarceration) but, for the most part, it appears to refer to a return to prison within 1 to 3 years. According to 2012 data in the text, males in California had the highest recidivism rate (65 percent), and females in Kansas had the lowest recidivism rate (2.5 percent).
