Discuss jail populations and why they continue to increase

What will be an ideal response?

Today, there are nearly 750,000 inmates held in jails. Jail populations continue to rise because as prisons become more overcrowded, local jails are used to house inmates. Also, as crimes are more controlled or the local focus is on crime reduction, more arrests are made and more offenders are jailed, creating an ongoing increase.
