The police serve as the gatekeepers of the criminal justice system. They decide who enters the system and who does not. As such, if the police do not arrest people, there are no cases for the judiciary to adjudicate, corrections would have no one to supervise. In short, as contact with the police is the starting point for an individual’s journey through the criminal justice system, without them, the system would cease to operate.
