Measurement can be defined concisely. It is the assignment of numerals to objects or events according to rules (Linn & Gronlund, 1995; Stevens, 1951). Measurement answers the question “How much?” Suppose you are asked to judge a fishing contest. As you measure the length of each entry, the rules for assigning numbers are clear. A “ruler” is laid next to each fish, and, in accordance with agreed-on standards (inches, centimeters, and feet), the length of each entry is determined rather precisely.
On the other hand, suppose you are asked to judge a sample of job applicants after interviewing each one. You are to rate each applicant’s management potential on a scale from 1 to 10. Obviously, the quality and precision of this kind of measurement are not as exact as physical measurement. Yet both procedures satisfy our original definition of measurement. In short, the definition says nothing about the quality of the measurement procedure, only that somehow numerals are assigned to objects or events.
