Program evaluators must possess robust skills in both statistical techniques and research methodology. The knowledge and use of criminological theory is also important to examining and understanding crime and disorder problems. The evaluator need not know every criminological theory in-depth, but should have a working knowledge of theories that have contributed the most to understanding the local crime and disorder problems police agencies face.
