Since the early 1900s, reforms have been needed to health care. Nothing major was changed or reformed between the early 1900s, when health insurance became more popular, and the mid-1960s with the addition of Medicare and Medicaid. Although President Clinton proposed a major overhaul, only minor changes such as Medicare Parts C and D, SCHIP, and Veterans Health were accomplished until the major revisions included in Obama’s plan.
