If ping does not work a technician can try arping, which uses ARP frames instead of ICMP packets. The only downside to arping is that ARP frames do not cross routers because they only consist of frames, and never IP packets, so you can only use arping within a broadcast domain. Windows does not have arping. UNIX and UNIX-like systems, on the other hand, support the arping utility.
