Proactive policing embraces an aggressive, proactive law enforcement style that encourages officers to take actions like stop motor vehicles to issue citations and aggressively arrest and detain suspicious persons. Jurisdictions that take these actions have lower crime rates than jurisdictions that do not follow proactive policies. Focusing on minor regulations, such as laws prohibiting disorderly conduct and traffic laws is also likely to lower felony rates. The reason proactive policing is so effective is a little unclear. It may improve response time and the number of officers who respond to a crime. It could provide a deterrent effect by influencing a community perception that violators of crimes are more likely to get caught. Because proactive policing leads to more arrests, it could also be that fewer criminals are on the streets to commit crimes. Directed patrol involves concentrating a department's resources in areas where certain crimes are a serious problem. One example of directed patrol is the Kansas City Gun Experiment, which was directed as restricting the carrying of guns in high-risk places at high-risk times. The Kansas City Police Department focused extra patrol attention on "hot spot" areas identified by computer analysis over a course of 29 weeks. In that same area, before the experiment, 169 gun crimes were committed in the 29 weeks prior, but during the experiment, only 86 were committed.
