Describe the legacy of the Common School Movement (1820-1865) which remains in our country's educational system today

During the Common School Movement, the idea of universal access to a tax-supported education was established; state governance and control of education was institutionalized with the creation of state departments of education, and teacher training and quality improved with the development of normal schools. However, two issues which developed during this period remain today. The first is the inequitable funding of education from state to state and district to district, both of which affect the quality of education, and the second is the continuing question of what constitutes a well-qualified teacher has never been adequately answered.
