Bilingual students know and use more than one language. Many bilingual students speak Spanish as their first language and acquire English as a second language. A student who displays inadequate skills in understanding and speaking English has limited English proficiency. Unfortunately, some students with limited English proficiency or nonstandard dialects are misdiagnosed as having learning or language impairments because of their difficulty on culturally biased standardized tests (Payne & Taylor, 2006).
