Demand forecasting is beset with multiple uncertainties-changes in technology; consumer attitudes and patterns of buying behavior; local, national, and international economies; number, size, and types of contracts won or lost; and government regulations that might open new markets or close off old ones, just to name a few. Consequently, forecasts of workforce demand are often more subjective than quantitative, although in practice a combination of the two is often used.
