Why is the Social Security tax considered regressive?

All of the income of lower-income workers is subject to the Social Security tax. The cutoff income for contributing to Social Security is $128,400. Workers who earn $128,400 or less have their entire earnings subject to this 6.2% tax rate. By contrast anyone earning over this amount does not get taxed on earnings after earning the first $128,400. Thus, workers who earn over $200,000 essentially pay only a 3.4% rate on their total income toward the Social Security tax.
