Coding qualitative evaluation data requires the evaluators to review the transcripts and to label specific sections of the text in a manner that informs the evaluation questions. The coding process is driven by two separate techniques. One is guided by topics that are generated from the original evaluation questions. An additional set of codes emerge when the data is being reviewed. These two sources have often been called the etic and emic, respectively.
