Certainly social and physical disorder in urban neighborhoods can, if left unchecked, lead to serious crime. This is at the heart of the now-famous "broken windows theory," which argues that even minor public incivilities such as drinking in the street, spray-painting graffiti, and breaking windows can result in predatory crime when would-be offenders assume that area residents are indifferent to what happens in their neighborhood. Generally, police will want to use three strategies for abandoned properties. First, prevention strategies are aimed at motivating the current owner to maintain the property and remain in the house. Second, management strategies involve appropriate enforcement action: seizing the property, or conveying it to a new owner who can manage it according to the law while working to restore it as a productive tax-generating parcel. Finally, reuse strategies attempt to restore the property by creating a market for it and collecting property taxes.
