When Alcatraz was closed in 1963, rehabilitation was still the dominant penal policy, and the dispersion model of handling troublesome prisoners had come into favor. Following this model, authorities spread the Alcatraz prisoners around the country in many different prisons. Several assumptions lie behind the dispersion model. Spreading problem prisoners around prevents them from joining together to cause trouble. This relieves prison staff from having to spend all their time controlling the same troublemakers. Dispersion also allows the prison administration to break up cliques and gangs, and prisoners can participate in rehabilitation programs.
