2) Offer counseling programs because of the need to hide emotions under difficult and violent circumstances.
3) Deal honestly with lack of promotions within the department.
4) Enhance a positive media image for police officers.
5) Clear up communication channels between line officers, middle management and the brass and encourage weekly meetings.
