How do foot and bicycle patrols, if properly planned, lead to improved police-community relations?

The main issue here is that both programs help to increase police-citizen interactions and patrol personnel can go into various areas not accessible to vehicles to detect criminal activity. Bike and foot patrol has to be planned and supervised otherwise they just become another public relations activity. Also, there has to be some accountability for those assigned; alas in the "good old days" it was another way to hide from the public and supervisors especially at night.
