Why is prosecuting a PCT application in individual countries often fairly expeditious?

The highly credible international search report and written opinion from Chapter I and possibly an international preliminary report on patentability from Chapter II have already provided interpretations regarding the patentability of the invention that individual countries can rely on (although there is no guarantee a patent will be granted). Thus, the PCT process provides an indication to the inventor about the likelihood of whether a patent will be granted in various countries. Moreover, the time and costs involved in the national phase are likely to be significantly reduced because much of the searching and examination work required has already been conducted in Chapters I and II.
