In order for police departments to function properly, they need to ensure that their statement of values is the basis for everything the department does and everything officers do. Everything from selection of officers, performance evaluations, supervision, and discipline to training and officer support should be built on the understanding of departmental values. As the statement of values is critical to every element of departmental operation, it is important that officers know that any behavior that is contrary to the departmental standards will be punished accordingly, as will any officer who fails to disclose inappropriate behavior by another officer. As the code of silence may lead to officers protecting colleagues who have engaged in improper behavior, it is potentially a major hurdle to the proper functioning of a police department.
