There is a set of criteria that identifies a substance as a neurochemical. When many of the neurotransmitters are amino acids that would be present in a neuron anyway, why are criteria needed: Do these criteria provide some advantage?

Even amino acid neurochemicals need to be produced in a neuron, packaged for release and released upon depolarizing stimulation of that neuron. While all amino acids may be present in a cell, only ones used as neurochemicals would be packaged in vesicles and released at the synapse.
