What were the criticisms of the U.S. intelligence agencies following the 9/11 attacks?

There were a number of criticisms. Reports stated that the FBI and the CIA failed to pay attention to repeated warnings that the terrorist organization al-Qaeda was planning to attack the United States and that the attacks might have been prevented if the agencies had done their jobs better. Another criticism: Not much has changed, and the United States could be vulnerable to an even more damaging attack in the future.
