Norris-LaGuardia recognized the imbalance of power between employers, who were essentially a collective of organized shareholders and/or organizations and workers, who were prevented from acting collectively by the state of common law in the U.S. at the time. Thus, Norris-LaGuardia sought to legitimatize the collective activities of workers by forbidding the courts from issuing injunctions that interfere in unionization efforts such as strike activity, peaceful picketing, and unionization. It sought to limit, "the jurisdiction and authority" of the courts in the U.S. by removing them from the labor relations process. In addition, it ended the conspiracy doctrine.
