National, or federal, grants can be classified on two separate dimensions: (1) how much discretion the national government uses in making the grant decision and, (2) what kinds of requirements the national government puts on how the funding can be spent.
There are four types of national grants to the states: (1) project grants, (2) formula grants, (3) categorical grants, and (4) block grants (sometimes called flexible grants).
