This is a statment of the current models of development and globalization. The statement is a departure from the Rostovian assumption that development means moving countries up a hierarchy of wealth. Though this is true, development currently means a lot more, as evidenced in two (related) processes in play. There is first a progressive incorporation of all (“traditional”) subcultures into market networks via the globalization project. In World Bank terms, development is about participation in the world market, suggesting that subnational regions and resource complexes, rather than countries, develop. And this occurs through the second process: the deepening of global circuits of affluence.
