Some asbestos is risky, some is not. To decide what to do, we must judge the
relative risks of no remediation as compared to remediation. For example, removal of
asbestos from New York City schools meant that students began the year later, which turned
out to be much riskier than being in school. No serious thought had been given to the risks
of action as compared to not taking action.
