The U.S. decision to favor Diem was crucial in setting the future path of the conflict, since Diem could never earn sufficient support from his own people. On the other hand, during this period U.S. involvement remained minimal, and the United States could have changed course at any time. Likewise, the decision to not back Ho could have been reversed at any time.
