Answers will vary. Written correspondence through a victim impact statement is the most common form of correspondence accepted from victims. A victim impact statement addresses how a crime has taken a toll physically, emotionally, financially, and/or psychologically on a victim and a victim's family. Victim impact statements cite how the victim continues to experience psychological, physical, and/or financial difficulties as a direct result of the actions of the offender (Caplan, 2012). Most states keep impact statements confidential because of concern that prisoners might attempt to further harm their victim(s) for opposing that offender's release. Other states, such as Arizona and Oklahoma, allow victims to veto a parole release decision if they had requested notification of a hearing but were not given a chance to contribute their opinion.
