One of the cruelest frauds is the missing person fraud, which plays on victims' hopes of locating a missing loved one. The con men read the newspapers and visit official police sites where there are Internet postings soliciting information about missing persons, including personal information and the circumstances surrounding the disappearance. The fraudsters send a letter in which they pose as "people recovery specialists," offer phony credentials as former FBI, CIA, or other governmental agents, tout their national and international contacts, provide false accounts of successes, including recovering people from cults, and mention their access to special databases. Once the offer is accepted, preliminary information is gathered by telephone, an advance fee is required, a face-to-face meeting is scheduled, and the fraudsters are never heard from again. Alternatively, they may come back with some vague information, which to follow up on involves some costs that require an additional sum of money.
