The first main change in federal law in reaction to the terrorist attacks of September
11, 2001 was the USA PATRIOT Act. This complex law was quickly passed with
little debate. It was passed as a response to 9/11, because the government needed
to do something. What resulted was a law with provisions granting too much
authority to the federal government, as shown by subsequent U.S. Supreme Court
decisions. The second main change in federal law was the creation of the
Department of Homeland Security. The main purpose of consolidating the many
different departments and agencies that deal with the diverse aspects of the safety
of our homeland was to better assess the intelligence gathered by the related
agencies. This has led to better coordination among the agencies in the fight against
terrorism.

Although risk and need assessment is ideally objective, human bias often comes into play. You are a judge who went to West Point and has respect for veterans. When a case comes before you of a drug-addicted offender with PTSD, your sympathies are with the defendant, although he could be a risk to society. What can be done to assure that your risk and need assessment are fair and just?
