• Classification is an incentive for good behavior by inmates because it is used to guide inter-institutional transfers due to security or treatment purposes. Inmates seldom stay at the prison to which they were originally assigned throughout their entire term of incarceration. Their time served and institutional behavior change their predicted risk of violence and escape. Correctional agencies regularly reclassify and move inmates to higher- or lower-security prisons based on these changes. Classification clearly spells out to inmates what they need to do to have their security level reduced, as well as what behavior will result in an increase in security.
