In a unitary system, such as that of Great Britain, the central government is sovereign and can create other governments and delegate powers and responsibilities to them. The central government can unilaterally take away responsibilities it has delegated to the regional governments, and can even eliminate them. This system prevailed in America during the colonial period, and today a majority of the world's nations have unitary governments.
