Answers will vary. Both are indicative of participation of large segments of the population in politics; however, a significant difference of Roman Republicanism is that Rome always had a political unity among its people, instead of independent or collected poleis that determined its political shape. Once Romans expelled kings, the Senate became the defining characteristic of the political structure within the Republic. Although there was not true participation by all levels of society at first, the Plebeians struggled to gain legal recognition for their assembly and to gain political rights within the senate, including representation by tribunes, and ultimately having one of the two consuls in the senate being Plebeian. Rome, even while expanding and conquering other territories, maintained a constitution and rule of law that was applicable to the whole territory; something that Greece could not do through its political fragmentation. Finally, the Roman army served as its police force and maintained order as established by the governing body.
