ongoing activity.

2 . Criminal investigation case files are open, and information is developed with the
goal of eventually convicting persons in a criminal trial. Intelligence files, on the other hand, are
closed files; that is, they contain information on ongoing criminal activity, but not all of the information can be validated as factual. Because of this distinction, police maintain intelligence files separately from criminal investigation files, and access to intelligence files is strictly limited to persons who have a need to know.

3 . Another distinction between the two types of investigations is that the result of a criminal
investigation is arrest (or case closure), but a successful intelligence operation does not necessarily result in an arrest, but in a report of activity. This report is often accompanied by charts, graphs, computer listings, and other data to support the information contained in the report.
