Classless Inter-Domain Routing (CIDR) is based on a concept called subnetting: taking a single class of IP addresses and chopping it up into multiple smaller groups. CIDR and subnetting are virtually the same thing. Subnetting is done by an organization-it is given a block of addresses and then breaks the single block of addresses into multiple subnets. CIDR is done by an ISP-it is given a block of addresses, subnets the block into multiple subnets, and then passes out the smaller individual subnets to customers. Subnetting and CIDR have been around for quite a long time now and are a critical part of all but the smallest TCP/IP networks.
