Title VII of the 1964 Civil Rights Act states that it is unlawful for an employer to fail to hire, refuse to hire, discharge any individual, or otherwise discriminate in any other manner against any individual with respect to employment compensation, terms, conditions, or privileges because of race, color, religion, sex, or national origin. It establishes the basis of fair employment practices and is more commonly known as Title VII. Many police departments do not have adequate minority or female representation and when faced with lawsuits tend to sustain substantial monetary and public relation losses. EEO judgment will stigmatize a police department and all personnel in the department.
