FDR is obviously a good example of the way that a chief executive can be very effective in office for more than two consecutive terms. However, FDR had a rather unprecedented challenge when fighting World War II. Some argue that only allowing two terms deprives the American public of the option of reelecting someone who is particularly brilliant and effective as a national leader. Using two terms as a standard is considered to be rather arbitrary by such people. On the other hand, the risk that would be most challenging is someone who effectively became president for life, bordering on royalty.
