Who is a voyeur? Under what conditions would voyeurism be considered a paraphilia?

What will be an ideal response?

A voyeur is a person who experiences intense sexual arousal from watching an unsuspecting person who is naked, in the process of undressing, or engaging in sexual activity, as manifested by fantasies, urges, or behaviors. Voyeurs are often referred to as "peeping toms." Voyeurism appears to be much more common among men than among women. According to FBI reports, nine men to one woman are arrested on charges of "peeping." Voyeurism becomes paraphilic when the fantasies, urges, or behaviors continue for at least six months, and they cause marked distress and interpersonal difficulty.
