In what kinds of situations are police officers most likely to use force? When has too much force been used?

What will be an ideal response?

It is important to note that the use of force is a relatively rare occurrence. Police use force in less than 20% of all adult custodial arrests. A report by the National Institute of Justice indicates that use of force typically occurs when an officer makes an arrest, the suspect resists, or the suspect is under the influence of alcohol or drugs or is mentally ill. The use of excessive force is more problematic. Force is excessive when it exceeds the level considered justifiable under the circumstances.
